Why this life matters
His work shows how constituency service, executive discipline and party organisation could pull a politician in different directions.

Death
The family notice identifies the date and former roles.
An uncertain birth year and a public identity
The Standard’s retrospective places Keen’s birth in Kajiado in 1930 and describes his Kenyan mother, German father and schooling at Narok and Alliance.
The publisher’s biographical preface instead gives 1926. These accounts do not establish a single agreed year.
That uncertainty should remain visible without eclipsing the person. His later career can be followed through constituency, ministerial and party records even when an exact birth date cannot responsibly be supplied.
Constituency politics and a cabinet dispute
The selected career account records his 1969 election for Kajiado North, subsequent re-election, service in Works and dismissal after supporting the Kariuki inquiry report in 1975. It places him alongside Muliro and Peter Kibisu in that confrontation.
This was an institutional choice as well as a personal alliance. A minister could support parliamentary scrutiny and still face the consequences of breaking with the executive’s position. The account should not be stretched into an uninspected division total or a finding about the underlying killing.
From government service to opposition organisation
After losing his constituency seat, he later returned as a nominated member and assistant minister. He subsequently helped build the Democratic Party and served as its secretary-general.
The Presidential Library’s account of Kibaki’s political career also names Keen among politicians who joined the new party.
The newspaper retrospective recalls earlier detention following his criticism of regional leaders.
The movement between government and opposition is a central part of the career. The public evidence supports political conflict without making detention proof that an alleged offence was committed.
Retirement and remembrance
The publisher’s preface places his retirement in 1996.
His family announced his death at Aga Khan Hospital in Nairobi on 25 December 2016, identifying him as a former MP and assistant minister.
His political work involved building organisations as well as holding office. Secretary-general and constituency roles required maintaining relationships through splits and changes of government. That contribution is better understood through the specific affiliations and choices than through an unsupported claim that he was uniquely the first dissident or the sole organiser of a national movement.
