Mathematics and university training

George Saitoti was born on 3 August 1945 in Ngong, according to the Treasury’s historical entry. Brandeis identifies him as a member of its class of 1967 and a Wien Scholar who studied economics and mathematics. He subsequently pursued advanced mathematics in Britain, earning a master’s degree at Sussex and a doctorate at Warwick. These institutions provide a more reliable account of his education than treating the honorary titles attached to later political office as substitutes for his academic training.

Teaching and public administration

The Tenth Parliament Cabinet biography records Saitoti joining the University of Nairobi as a lecturer in 1972 and later heading its mathematics department. It also lists service in regional mathematical and public institutions. His move into national politics came through nomination to Parliament and appointment to finance office, which the institutional biographies date to 1983. A nominated parliamentary seat, a university appointment and a ministerial appointment were different routes to responsibility. None should be described as a constituency election merely because the same person held them.

Constituency and Cabinet offices

Saitoti won the Kajiado North parliamentary seat in 1988 and became vice-president in 1989. The Cabinet record describes later service in planning, home affairs and education, alongside interruptions and changes in the vice-presidency. It is safer to retain that sequence than to imply an uninterrupted tenure in every portfolio. After the 2002 election he served in education, and the Tenth Parliament biography identifies him with provincial administration and internal security. Brandeis’s obituary confirms that he was internal security minister when he died.

The Goldenberg inquiry and a challenge in court

The Goldenberg commission was established in 2003 and presented its report in February 2006. Saitoti challenged adverse findings and sought orders quashing references concerning him and prohibiting prosecution. On 31 July 2006 the High Court granted relief, citing errors, unfairness and the implications for a fair trial. It quashed listed paragraphs only to the extent that they referred adversely to him, made specific date corrections, and issued prohibition in the terms sought. This was a judicial-review proceeding, not a criminal trial ending in a verdict of guilt or acquittal.

A consequential and contested ruling

The court’s orders cannot be reduced either to an allegation that Saitoti was convicted of corruption or to a claim that every aspect of Goldenberg had been cleared. The judgment addressed his application and identified portions of the report. A later Judges and Magistrates Vetting Board determination criticized the breadth of the approach to review and prosecution. That criticism belongs to the Board’s evaluation of judicial conduct; it was not itself a criminal conviction of Saitoti. The legal result and the later institutional criticism need their own speakers and dates.

Death and the record of a public career

Saitoti died on 10 June 2012 when the police helicopter in which he was travelling crashed near Nairobi. Brandeis’s contemporary obituary records five other deaths and recalls his university athletics, mathematical training and public offices. The event should not become a vehicle for unsupported theories about motive or responsibility. His career can instead be assessed through the distinct records it left: university education and teaching, electoral and ministerial responsibilities, the precise scope of a major court order, and the continuing public argument about accountability.
