Exile, party organisation and return
Alkatiri was among FRETILIN’s founders and left Timor shortly before the 1975 invasion. Based mainly in Mozambique, he represented the movement abroad, studied law and developed experience in the institutions of another Portuguese-speaking postcolonial state.
He returned during the UN transition and led FRETILIN after its strong 2001 Constituent Assembly result. As chief minister and then prime minister, he helped turn a liberation movement into the governing party of a new constitutional state.
Institution-building and political conflict
His government negotiated petroleum arrangements, established fiscal structures and operated with limited administrative capacity. In 2006, disputes inside the defence force escalated into violence and displacement. Alkatiri resigned; a UN inquiry later said it found no evidence supporting prosecution for his alleged personal role in the illegal movement or use of weapons.
He returned as prime minister in 2017 but led a minority government whose programme and budget failed in parliament, prompting a 2018 election. Assessments of Alkatiri remain divided between institutional discipline and an often confrontational concentration of party authority.
