From Koh Kong trade to a national conglomerate
Ly Yong Phat began in cross-border trading before establishing L.Y.P. Group in 1999. Corporate materials describe a portfolio that expanded into electricity, plantations, real estate, tourism, hotels and distribution across several Cambodian provinces.
He also entered formal politics and became a Cambodian People’s Party senator in 2006. His career is a prominent example of Cambodia’s oknha system, in which major business figures often combine commercial influence, honorific rank and public roles.
Sanctions and human-rights scrutiny
On 12 September 2024, the U.S. Treasury sanctioned Ly Yong Phat, L.Y.P. Group and several associated properties under the Global Magnitsky programme. Treasury said workers trafficked to O-Smach Resort were subjected to forced labour and serious abuse in online scam operations.
The designation is an administrative sanctions action, not a Cambodian criminal conviction. It nevertheless became an important part of Ly’s international public record and intensified scrutiny of property ownership, political protection and responsibility for abuses at Southeast Asian scam compounds.
