From Kudat to political leadership

Datu Mustapha Datu Harun was born in Kudat in 1918 and did not follow a conventional path through formal education. His wartime resistance and subsequent public roles gave him influence among Muslim communities in North Borneo.

In 1961 he helped establish the United Sabah National Organisation. USNO became a major force in the negotiations over the territory’s political future and in the alliance that supported the formation of Malaysia.

The first head of state

When Malaysia was formed on 16 September 1963, Mustapha became Sabah’s first Yang di-Pertua Negara, the office later styled Yang di-Pertua Negeri. He served until September 1965, representing the new state at the top of its constitutional structure.

He became chief minister in 1967 and remained in office until 1975. His government consolidated USNO’s power while pursuing development policies across a geographically large and institutionally young state.

Education as state-building

The Sabah Foundation, established in 1966, became one of Mustapha’s most durable institutional legacies. It funded scholarships, books, clothing, hostels and other forms of support intended to reach students from low-income and rural communities.

His government also supported the arrival of the Institut Teknologi MARA branch in Sabah in 1973 and a Universiti Kebangsaan Malaysia branch in 1974. Those initiatives widened local access to higher education and helped prepare the ground for later institutions.

A consequential and contested era

Mustapha’s administration was transformative but politically contested. Its concentration of power, state-building priorities and relationship with federal leaders shaped Sabah’s political alignments long after he left office.

He died in 1995. Remembering his career requires holding together his role in Malaysia’s formation, his educational initiatives and the intense political struggles of Sabah’s first decades inside the federation.
